Its diagnostic interfaces never fetch upstream resources: an unfulfillable or repeated request receives a declarative RFC 9457 terminal-state signal (HTTP 429) for the requested target, which an automated client can close with a truthful Task-Completion Receipt, signed with Ed25519 so that its orchestrator can verify it offline; after that it may leave one optional context note. The discovery documents describe the node, not a particular target: a signal and a receipt name a target only when a request names it (GET /v1/reader?url=<target_url>).
